This document discusses the failure of a company ; the context is as follows :
"the Commissioner put the company into a CONSERVATORSHIP"; The plan of REORGANIZATION was comprised ....." Then there is a plan of REHABILITATION.
I wonder if these three don't mean the same.

Even though you may almost translate the terms literally ("plan/projet de réhabilitation", "plan/projet de réorganisation" and "sous un syndic de la faillite, (le curateur)", there are distinct differences between the three terms.
In short:
When a company goes bankrupt, it may be placed into a conservatorship, meaning that a person (the conservator or 'le curateur/syndic de la faillite') will be appointed who will be responsible for the person(s) (here: the company itself) and properties of an incompetent or bankrupt company.
This person will then 'protect' the company against further claims, etc until final decisions regarding the future of the company are taken.

The 'plan de réhabilitation' will contain the restoration measures to be taken to bring the company back to its full potential for use (e.g. find new capital, etc).

The 'plan de réorganisation' will contain a.o. the description of the measures and/or the implementation of the business plan in order to restructure the company/corporation.
