to interpret sentences written in this style, you need to add a few pronouns/articles -- and you need much more contextual information!
are any country-specific objectives mentioned earlier? it seems very possible that they are: one intuitive reaction is to read the end of the sentence as "to achieve THE above[-mentioned] country objectives" -- "pour atteindre les objectifs [par pays] donnés ci-dessus"
this might be completely off at a tangent, but without more contextual information there is a whole range of possible ways to read the sentence. |
