I can't see what it could possibly mean in this context, even taking the broadest definition of the word.

De toute évidence, un choix de mot malheureux … ce qu’il veut dire, je pense, c’est qu’il s’agit de groupes sans intérêts commerciaux particuliers, non spécifiques à un type de plate-forme, par exemple, ou à des technologies couvertes par des patentes …
« des groupes sans affiliation particulière », peut-être (il aurait peut-être dû dire « écuméniques » ;))))

Suggestion.

Agnostic in the sense of not getting involved in the fine details, like agnostics not getting involved in religion, as opposed to atheists, who do, and who have an opinion.

So agnostic - no opinion on the matter.

Unusual but creative use of the word.

That's my interpretation anyway.
