Je vois bien de quoi il peut s'agir, mais je cherche le terme exact en français.

il s'agit en effet du métier d'un des parents. Pas de personnel hospitalier, mais dans les chemins de fer. Et ça se passe en Angleterre.

Each railway company in Germany has to appoint a Chief Operating Superintendent and have that appointment confirmed by the regulatory authority.
Obligations and Rights
The Chief Operating Superintendent has a number of tasks and duties. Generally speaking, he has to advise, coordinate, issue any necessary orders, monitor and investigate.
The items to be monitored include compliance with legal regulations and operational instructions, compliance with instructions issued by the regulators, and deployment of operating personnel.
He has to coordinate the cooperation within the company and harmonisation between the different railways.
The Chief Operating Superintendent acts in an advisory capacity vis-à-vis the Board of Management and the staff.
The Chief Operating Superintendent has to issue orders if he believes, for example, that new technologies should be introduced in order to improve safety, or if regulations have not been observed.
In the case of accidents or dangerous incidents, it is the task of the Chief Operating Superintendent to investigate the causes and draw conclusions, and to take or order the steps required to ensure if possible that that type of accident will not be repeated again in future.
The Chief Operating Superintendent has to be informed about all matters relating to safety, and has to be supported in his work by all executive staff. He is entitled to report and submit proposals directly to the Board of Management. The Chief Operating Superintendent must not suffer any discrimination because of his work.
Qualifications
This position of responsibility naturally calls for special qualifications. The Chief Operating Superintendent has to have a relevant university degree, has to have several years' experience in the safety sector of a railway construction or operating division and has to pass an examination before the regulatory authority.
