The fact that it says "culturally and politically aligned" rather implies that it is the person's own culture and politics that must be aligned with each other. I have to admit, I can't really visualize what that would mean... but it's not my field!

It is weird English anyway.
What would be helpful if this is a requirement for a job.
I would understand this as meaning either that their cultural background must be aligned with (i.e. in harmony with) their political background or that their political and cultural thinking needs to be aligned with that of the governments with whom they are going to have to deal. Hard to tell which is intended, without knowing the wider context.
