can someone tell me what "overturning restraint system" can mean?

Context : "When one of our conventional holdowns doesn’t offer enough overturning capacity for a multi-storey project, consider specifying the XXXXXXXXX. XXX is a high-capacity overturning-restraint system commonly used in 2-6 storey wood structures to anchor stacked shearwalls.
This continuous rod system features our patented shrinkage take-up devices, extends from the foundation to the top of the structure and is restrained (tied off) at each level."
