I don't think there's a verb missing, but there might be something else missing!
Really, you have 2 quite distinct terms here: 'R values' are commonly used in thermal insulation, but I would have expected it to go on to say "R values from 123 to 456"
As for your first term, this is a US document, isn't it? If so, then there's probably a hyphen missing, and you need to read it as 'all-fiberglass products' — in other words, the products (whatever they are, it might help if you told us!) are made of 100% fiberglass; the products are 'all fiberglass' (and nothing else). That would probably then make more sense with what follows. |
