In Maltese it is Qaghaq tal-Ghasel

The problem is that these are not exactly rings made of honey.
They can have honey in them but apparently
in our case they don’t even have that much, they are honey-flavoured at best.
But as I understood the client, they don’t want to admit this.

I found anneaux >de< miel on the tourism malta website, but as you say that they're only honey flavoured,

Et puis, il y a aussi l’étouffée de lapin maltais, le fenek, le qaghaq tal-ghasel, ces petites couronnes au miel ou à la mélasse faites d’une pâte légère ; elles sont souvent servies en petits morceaux pour accompagner le café après le dîner.
