Explanation:
Forgive me if I'm wrong, but a scallion's a scallion and a fennel's a fennel. I think there's a comma missing....

The scallion is similar to a spring onion, the frowns of a fennel are the dill-like strands on top.

agree  sueaberwoman: But shouldn't that be frond in English? And IMO plumets or feuilles are more usual terms.

  -> Thanks. I also call the frilly bits fronds, perhaps they are frowns on the other side of the Atlantic. Agree, plumets or feuilles could also be used.

neutral  emiledgar: I don't think that ciboule is scallion; scallion is a small white onion usually called "petit onion blanc" in French, ciboule is a member of the garlic family and has a more powerful taste. ciboulette, of course, is chives.
