On trouve les 2.
J'ai le + souvent entendu un lait démaquillant et un tonique mais les 2 s'emploient.
Le mieux est d'ajouter "lotion" si cela va avec votre contexte.

"tonifiant" me faisant + penser à un produit pour le corps.
