I think that by "humectant moisture magnets" the text refers to polymers such as hyaluronic acid that acts like a sponge, attracts and retains water in the body (or elsewhere). These polymers are extensively used in cosmetics nowaday as fancy moisturisers. I did a little search on Google and I saw that Lancome developed a product called "Masque Source Hydratant aux Capteurs d'Eau Naturels ...". I think that it is probably what your cream is about too. I also have seen a product that contained some "capteurs d'eau desalterants" (see second web link), personnaly I prefer "hydratants". I hope this helped!
