English to French translations [PRO]
Bus/Financial - Economics / governmental policies
English term or phrase: provision and user pay
I'm currently working on a governmental policy aimed at establishing a user-pay system for the provision of goods and services.

The title of this policy is "Policy on the provision and user pay of goods and services", I would like to verify the validity of the proposed title in French :
"Politique sur l'imputation lors de la fourniture de biens et services"

Perhaps it's just me, but "imputation" doesn't seem right... Is it?

There is also an instance where we have an "external charging framework" to help establish fees for external clients, the suggested translation is "imputation aux clients extérieurs"... is this good or can it be better?
