I beg to differ with your reasonning, Tony.

You say:

"'subpar': there is a benchmark (somewhere!)"

However, the same could also be said for 'médiocre': there is always an implicit benchmark, namely 'good'/'satisfactory'....

neutral  Tony M: Yes, but misses out the rather important 'below-average' / No, but that's the whole point of 'subpar': there is a benchmark (somewhere!) Had it been just 'a bit below par', I'd agree.

  -> I disagree with your reasoning, as I believe "médiocre" expresses well the generic idea of "below average/poor", and as you yourself point out, we don't know of any specific benchmark against which growth would be compared here,see my added comment above
