Il me semble qu'il s'agit ici de la traditionnelle opposition entre les pouvoirs publics, qui traditionnellement sont responsables de toutes une série de services dans la société et sont donc garants d'une certaine justice sociale, et le privé, qui voudrait investir ces domaines pour en tirer du profit.
Dans l'extrait on imagine une organisation supra-nationale (Council of Europe, maybe?) contrant les efforts du privé pour empêcher les états de "formulate and implement progressive public policies".
Le lien ci-dessus reflèle la même problématique dans le monde de l'éducation. |
