English term or phrase: has never paid out
The Government of Canada has never had a major loan remission program; it has had a debt remission program since 1998, but this has never paid out more than a couple of million dollars a year, and even then payments are made only after students have been out of school for at least 40 months.

Si je comprends bien c'est le montant récolté dans le cadre de ce programme??
Que pensez-vous de cette version? Des suggestions?

Le gouvernement du Canada n'a jamais offert un important programme de remise de dette; son programme de remise de dette existe depuis 1998, mais il n'a guère récolté plus de quelques millions de dollars par année, et encore là, les remboursements ne sont exigés que 40 mois au moins après que les étudiants ont terminé leurs études.

  -> c'est ce que j'indiquais dans ma note, ce n'est pas récolter, mais ici verser/payer ne me semble pas convenir (bien sûr que c'est le sens usuel), je trouve "porter sur" plus adapté au contexte :-)) (mais la question est close)
