It goes:
1. Introduction
The contracts with XXX and XXX (for QA/QC) will be signed in September therefore the contractor is available up from 1st October 2004. Because of fixed time, fixed price contracts, penalties will be imposed if the contractors do not ***deliver in time***. Therefore the Project Group members have to follow the time schedule and accept the given deadlines.

Deliver what? And again how do we translate "deliver" here?
