A moins que l'on élève une statue aux investissement (are they dead?) il y a sans doute un lapsus calami - il faut lire statute.
Ensuite les Foreign Nationals désignent en général les citoyens étrangers dans un pays et non l'inverse.
Je mets Medium car il est possible qu'il y ait une formulation d'usage.
