That is correct a "compteur défalqueur" also called "compteur
divisionnaire" or "compteur privatif" makes it possible to
measure the consumption of water or electricity of each
individual apartment.

A "compteur divisionnaire" is a "sub-meter" of a global
meter which is the only one known by the water or electricity
company. The alternative is to install "individual meters"
which are known by the company for each apartment. This is
primarily a contractual difference, not a technical one.
