As the second line shows... the aircraft is being modified to turn it into a 'cargo conversion' — we are not talking about 'conversion for cargo'. 'cargo conversion' is a noun group in its own right (cf., for example 'loft conversion' or 'barn conversion') — once the thing has been converted, it takes on a new life as a 'thing conversion'; you could think of it as if 'conversion' = 'converted aircraft'
