I could go digging through some course notes to verify the precise construction that a prof in macro modelling used to use all the time, but this is more or less correct with the possible exception of shifting words for fluidity.

It means that the price of supplying one unit of some standardized unit of investment is higher (presumably pre-policy investment dollars compared to post-policy investment dollars, normalized for some notion of real production, although it could also be linked to real economic activity flowing from the investment ...)

If this rendition is correct, I could point out that it should actually be input prices and thus capital returns, as opposed to supply price of investment that is affected, but the effect is essentially the same and the wording will depending on how the model is constructed.
