It's hard to tell without knowing the rest of your context, but it seems to me that if these authorities are trying to get out of implementing these interim measures (Kyoto protocol etc.?), this may indicate they are not really wholeheartedly committed to the overall policy, and will perhaps not adhere to the final measures that are eventually introduced either. "Start as you mean to go on" is an old English adage; in this case, it looks as if they are not really starting off on the right foot!
The English is perfectly fine and logical, unless of course there is something in your wider context to contradict this. |
