English term or phrase: whoever is on duty
Au début des années 70, aux Etats-Unis, un homme téléphone à la police d'Etat (state police) et dit :
"I want to speak to whoever is on duty."
Ca paraît simple. J'ai une idée, mais dont je ne suis pas satisfaite. Merci d'avance et bon début de semaine.

Explanation:
A mon avis, l'homme demande parler à n'importe qui est là à la police d'Etat. "whoever" indique une personne pas specifique, mais qui travail là bas.
