Explanation: I think you really need to treat this as being a proper name, and so not translate it (particularly since it already appears in quotes), since any translation attempt is doomed to seriously under-render the whole cultural significance of the source term.
Personally, I'd add a cultural explanatory note in brackets afterwards, if that is feasible and appropriate for the style of your document as a whole.
Of course, it's really like « l'École du quartier est de Londres », but that really lamentably misses the whole cultural point.
