"L'administration territoriale est l'organisation institutionnelle et administrative d'une zone géographique, d'un pays ou d'une confédération de pays.Elle est constituée d’autorités dont les décisions sont valables sur des portions du territoire appelées circonscriptions. Ainsi donc, c'est la portée de leurs décisions qui différencie l'administration centrale de l’Etat et l'administration territoriale de l’Etat. L'existence de l'administration territoriale de l’Etat se justifie par un constat d’évidence : un État ne saurait être administré uniquement à partir de sa capitale par les autorités administratives centrales. Celles-ci s'appuient donc sur des autorités placées à la tête de différentes portions du territoire national dénommées circonscriptions. Les autorités qui dirigent ces circonscriptions forment l’administration territoriale de l’État ; elles sont soumises au contrôle hiérarchique des autorités administratives centrales."

'In this report, the terms ‘local government’ and ‘sub-national government’ are used to describe the level of governments below the central government. The type of sub-national governments varies from
country to country; but, in all cases, emphasis has been placed on selecting authorities that, to some extent, are directly accountable to local populations through some kind of an electoral process.'

"On ne peut pas dire que ce mot s'écrit avec ou sans trait d'union puisque, comme le souligne Marco1971, il ne figure pas dans les dictionnaires, Robert ou les autres. C'est donc un mot de formation libre avec ajout du préfixe. Si vous l'avez trouvé avec trait d'union, c'est une initiative de celui qui l'a employé. Puisque d'une part, supranational n'en a pas, puique d'autre part les mots recensés commençant par infra n'en ont pas, il n'y a aucune raison d'en mettre un à ce mot de synthèse".
