Topic: trying to counter terrorism in the Horn of Africa.

The program will provide an opportunity to bring the Government of Somalia into a conversation with neighboring states by focusing on *seam issues*.

Pour résoudre les problèmes transfrontaliers, il serait plus logique de ce concentrer sur ce qui unit plutôt que ce qui sépare...
