Not the best rendering, but I hope it conveys the idea. The term comes from principal-agent theory and indicates that the agent (mandataire) does not (fully) comply with the principal's (mandant) instructions, as set out in a contract. I suppose the implication here is that an international institution can develop its own agenda.
