Contexte: projet de compte rendu du groupe de travail ad hoc d'un guide non contraignant concernant la directive relative aux chantiers de construction temporaires ou mobiles. Chapitre 2 du guide (Exigences en matière de sécurité et de santé sur les chantiers temporaires ou mobiles). Chapter 2 has a list on what is a construction site; there was wide debate over whether there should be a list *as some read a list as definitive* when it is actually only giving examples. Que veut dire la partie entre **??

Pour ce qui est de la partie que vous mettez "entre crochets" (ou devrais-je dire "entre astérisques"), je la tournerais de cette manière : "car une liste est parfois perçue comme quelque chose d'exhaustif".

On pourrait même ajouter "à tort" ("perçue à tort comme quelque chose d'exhaustif"), et la suite "alors qu'elle ne fait que donner des exemples".
