Ceci semble être définitivement un terme utilisé très couramment par les organisations internationales/l'aide au développement. Malheureusement, je ne suis pas sûre que le terme "Projet entre crochets" soit correct ou utilisé en français, Je ne trouve rien de très satisfaisant.
La phrase est la suivante: il s'agit toujours d'un projet de document (the first draft) qui doit être finalisé après consultations des membres d'une organisations.

Je n'ai répondu à personne car j'attendais en fait la réponse de mon client. Leur réponse est "bracketed draft is to be understood as commented draft, et donc je vais mettre "Projet annoté", qui me semble adéquat et que j'ai aussi trouvé pour des projets de lois annotés.

un draft est préparé dans lequel certaines parties sont insérées entre crochets (parenthèses carrées?) et doivent donc être approuvées avant de faire partie intégrante du texte.

Si ma deduction est correcte, le draft, meme s'il est produit par le board, doit etre attaché de ton document, ou classé, quit peut etre utilisé par plusieurs documents. Consulte aussi, ma reference.

Explanation: Le texte en référence apporte au moins un éclairage : dans le "bracketed draft", "Numerous draft decisions contain brackets". Mais pas toutes, donc le projet lui-même n'est pas entre parenthèses (ou crochets). Ensuite, on décide d'enlever ou d'ajouter des crochets au coup par coup :

C'est un projet destiné à la négociation. Tout le monde doit s'entendre pour retirer les parenthèses, apparemment, et quand il n'y a pas d'accord sur les sections qui ne sont pas entre crochets, on en ajoute.
