"What is needed is a platform that allows policymakers to view and explore the investments on a map that SCALES FROM the local TO the regional and international level"

pas trop sûre qu'elle est la meilleure traduction. Ne comprends pas non plus si le complément est sous-entendu (par ex: that scales THEM (i.e the investments)) - dans ce cas je choisirai "répartit" ou "échelonne" [Ce dont nous avons besoin c’est d’une plate-forme qui permette aux responsables politiques d’observer et d’examiner les investissements sur une carte qui échelonne les opérations (pour ne pas répéter investissements) du niveau local aux niveaux régional et international]

ou si "scales" ne se réfère qu'à la carte elle-même? et dans ces cas je ne sais pas trop comment traduire.
