Je n'ai jamais rencontré ce terme jusqu'ici. S'agit-il d'un informaticien ou d'un référant ayant des compétences informatiques ?

Au vu de ce que vous avez mis comme contexte, je ferais la distinction entre les collègues (supposés non informaticiens) et le 'local info master' qui pourrait être soit un administrateur local (fonction informatique technique) soit un gestionnaire de contenus/d'informations local (une personne habilitée à gérer des contenus Web n'ayant pas forcément de compétences informatiques particulières).
