This one's a bit confusing for me. The client is offering a global data management system, and I think "personnel/handheld is refeing to handheld devices such as laptops and mobile phones, but I'd like to be sure... I also wonder how to translate "field" in this context?

Dans la mesure où l'on parle de techniciens de terrain, je pense que c'est plutôt de cela qu'il s'agit. C'est beaucoup plus développé aux Etats-Unis qu'en France, ça sert aussi bien à livrer des colis recommandés (avec saisie de signature) qu'à relever des compteurs (via liaison radio par ex.), dresser des contraventions, etc. Ca ne ressemble pas à un "laptop", ni à un "smartphone", et pour le glisser dans la poche, ben... faudrait vraiment une grosse poche ! J'ai donné deux URLs avec des images et vous pouvez "googler" avec "terminaux portables" pour voir quelques exemples.
