Je comprends le sens voulant qu'ils doivent évaluer que la marchandise est conforme, mais je ne parviens pas à le formuler adéquatement.

Attendu que l'expression est précédée de "loading", l'idée est de sa savoir si la cale est à même de recevoir du grain (un produit alimentaire), et pas de savoir si elle peut recevoir - on le sait puisque c'est la fonction d'une cale.
