Je suis d'accord sur "soumission" et "sealed" peut effectivement se traduire "sous pli scellé", mais alors comment imaginer une soumission sous pli scellé ou fermé avec la transmission de cette offre par email comme indiqué dans le message ?
Si l'offre doit être faite par email, alors seul un email crypté et non visible publiquement peut correspondre exactement à la procédure d'offre mentionnée dans ce texte
