Ce que fait un juge d'instruction.
Je pense que c'est le mot important de la question, après c'est un choix de traduction : respecter le any and all (très anglais) ou laisser tomber le any (très français hexagonal).
Ce n'est pas une répétition mais la volonté qu'il soit bien clair que rien ne peut pas faire l'objet d'une quelquonque exclusion.
Ce qui peut se retrouver dans un contrat rédigé en français également.
