The EPCM may, at any time during the performance of the works, direct a contractor to either perform the works in a particular way or undertake additional minor works within the intent of the original scope of the works. This direction must be:
 in the form of the Site Instruction using the template
 approved in accordance with the signing authority limits in the procedure
 where costs will be incurred within the growth value of an approved CAR ; and
 contain a not-to-exceed value or a fixed price.
