This person just declares that the will of the deceased, a copy of which is presented to us is valid.

I really think we need more context. When you say a "Clerk in charge of wills" does he/she simply see people to assist them with probate natters? as an advisor? or does he/she actually head a service that is a registry of wills? does this service also issue probate documents? this is essential context here as the translation needs to convey the "reality". And you haven't told us what country it relates to. Is it Israel or somewhere else?

It is a clerk of the court in charge of wills. Not a fichier but a greffier I suppose. He works in a district court but also in a magistrate's court.
