Bonjour.
Ce qui est dit est que actuellement aucun les sujets relatifs à l'éducation et à la formation ne peuvent être modifiés qu'à l'unanimité (des membres
de la conférence, je pense). Mais que la conférence inter-gouvernementale peut modifier les règles actuelles en décidant que désormais la majorité qualifiée pourrait suffire.
(la majorité qualifiée (aussi dite renforcée) est un nombre de voix supérieur à la majorité absolue (p.ex. 60 %, 2/3, etc.).
