For a start it's not an English formulation; it is specifically an Arab proverb: keep it literal, something like 'les mots de la langue ont trois gardiens/portiers'

I agree with mactrad\'s \"go literal\", as you are unlikely to find a French equivalent for the whole proverb (I could be wrong), and his/her translation of
\"Est-ce vrai?
Est-ce gentil?
Est-ce nécessaire?\"

Also you could investigate the possibility of the proverb having been translated before, and what the \"accepted\" or \"set\" translation is, and decide whether or not to use it.
