obtenir une part d'un contrat / d'un marché public

Explanation:
Strange use of English -- written by a non-native speaker?

Obtenir une part d'une affaire existant au dépens du contractant titulaire.

The idea was not very clearly expressed -- ask the client if you can.

dédoubler des contrats

Explanation:
This is harder than it looks. I understand very clearly what it means, but its hard to get across (in English, never mind in translation!). Here goes...
No bribery (now there's a surprise!) for the purposes of obtaining or conserving contracts or of splitting up existing contracts.
To give an example, if a service provider has an overall cleaning contract at a company and if this contract were, as the result of backhanders, to be transformed into, say, 4 parallel contracts: vacuum cleaning, emptying rubbish, cleaning work surfaces and cleaning the loos, one can well imagine that the contractor would find it easier to squeeze more money out of the company for doing the same thing.

Does this make any sense??!
