Je crois qu'une particularité importante d'une communication "Cascaded down" est son "effet domino"; dans ce type de communication, la façon de transmettre le message est tout aussi "messagère" que le contenu lui-même. Comme disent les Américains : "The massage is the message".
Il faut donc je crois conserver la référence à une cascade, surtout si on parle de stratégie, quitte à alourdir le texte ( qui ne souffre d'ailleurs pas d'embonpoint pour autant ).
