I agree with Tony M. Indeed, it is the title of an Annex to an assignment Agreement. "Conduite forcée" can't be used since it does not fit within the context. The only text I have in the Annex relates to chemical materials.
I am going to check if there is an abbreviation corresponding to PEN.

...but it seems highly unlikely, even from the little context we do have. A penstock is a physical structure (as is your suggested translation), so it would be rather odd to talk about it's "having more than 10 mole% NDCA" (which sounds more like it is referring to some kind of chemical).
My guess would be that 'stock' in some way refers to a chemical stock (cf. for example 'stock solution'), and I did even wonder if it mightn't have been P.E.N. as an abbreviation for something...
Whatever, it's almost certainly very important to distinguish betwen 'pen stock' and 'penstock'.
No-one doubts that one of the meanings of 'penstock' can indeed be translated as 'conduite forcée' in FR; my qualm, however, is that this is a highly specialized meaning in certain very specific contexts, and I can't immediately see any direct connection with Asker's context. It would help, however, to know a lot more about this context, in order to know just how 'pen stock' (sic) is being used.
I suspect that there may be quite a bit more to this than meets the eye, and none of the references provided so far offer, at best, anything more than purely fortuitous collocations.
