Explanation:
In most of the mechanical designs, in order to have accuracy, the holes in the mating parts are drilled cross, This will ensure a proper assembly of the components always with the same orientation.

There are two ways of drilling a hole after assembly. One is to drill a straight hole and put a pin. Another, where proper orientation is required, we normally drill a cross hole as then ,the two parts can be assembled by matching the cross holes and putting a pin. In the note that you have written, the cross hole is only up to the groove/key way.I trust I have made myself clear.
