Odd way of expressing it, but I'm assuming that must be what they mean; i.e. not a felt-tip, for example

I don't know why they didn't just say 'ballpoint pen' — unless maybe there are some other types that also count as 'hard point' but aren't 'ball', and which I'm not aware of?
