i don't quite know if it means to give just enough info to insure the rights of freedom of information
or whether they need to inform the public more
or whether they are keeping the public within the confines of politics and not straying into other matters (like peoples private lives)...........

My understanding of the phrase goes along the lines of your first thought: if "information on demand" exists, then it can be said that freedom of information exists, with the proviso that "users demand the right information etc...."
