Olivier is totally right about the meaning, I don't know what the standard expression is, but this is my best guess, based on extrapolation from observed usage in similar contexts.

You might consider re-phrasing the original to something like "...are applied to an OR gate...", in which case this rather clumsy wording for 'to gate' found in GDT might begin to be of some use:

"appliquer (un signal) à travers un circuit de porte logique « OU »"
