L'inspecteur vérifie que l'aspect extérieur est conforme à ce qui est requis pour les objets retournés : emballage d'origine en parfait état, sceau de sécurité intact, etc.

Par contre, je n'ai pas d'explication pour "programmers".

Sur ce dernier point, il est possible que l'inspecteur ouvre le paquet dans un second temps et vérifie que les programmateurs sont en bon état, mais je comprends pas pourquoi ils auraient mis "programmers" avant "externals", alors.

Je me dis que les "programmers" pourraient être des listes concernant l'envoi des paquets scellés, mais c'est vraiment très flou, là.
