Bonjour à tous, merci pour votre aide. Je suis désolée je n'ai pas beaucoup de contexte. Il s'agit d'une proposition de formation de forces de sécurité. Ce terme est employé dans le titre du document et à la fin en ce qui concerne le devis. D'où ma question... PSD est Protective Security Details. Je pencherai plus en fonction de la première réponse, mais toute suggestion est la bienvenue...

I do not know. You may well have the correct answer. However, if you look at your second reference (http://gao.justia.com/department-of-defense/1978/6/review-of... more closely, you will see that the text actually reads: "The Army received a proposal from", not "rom".

The "Department of Defense Dictionary of Military and Associated Terms" offers "rough order of magnitude" as one of three possibilities for ROM.

More context from the asker would be useful.
