I think this has nothing to do with juju music, more something like the following (second meaning):

I understand inner city as in the sense of "quartier défavorisé". I tried to render this with "banlieues". I think that the source text is referring very loosely to juju (magic perhaps?), and it there doesn't matter if it is exchanged for something similar, though admittedly different in several respects (voodoo).

But this remains a mere suggestion!

neutral  Odile Raymond: This is a great suggestion. Still, I think the writer might also be playing on the double /multiple meaning(s) of juju, leaving the interpretation ambiguous so as to suggest a whimsical and elusive music style (it"soars and bops"). In my view, here juju

  -> Thanks for your constructive comment! I do agree that's it's a pity to leave out "juju", but research suggests that it's not used in French. If somebody can come up with an equivalent that does manage to render both music/magic aspects, then use that!
