"échec scolaire" A suggestion would be "des enfants et adultes, face à un éventuel échec scolaire, peuvent se faire aider...." 2. enfants et adultes "en difficulté" but this can also mean "underprivileged" so the education context needs to be obvious, although often the two are closely related.
