English term or phrase:"If you say it, mean it"
This is on a reference letter stating a person's values and methods of discipline for children: "She believes children need structure, rules and consistency. She has a philosophy of 'if you say it, mean it.' The meaning is that the person feels that if you say something to a child, you should follow through on it - do what you said to the child you were going to do instead of just talking."
